Planning Engineer

JOB SUMMARY: 

This position will be responsible for developing and implementing a system for Planning and Monitoring Ongoing Project, planning the most suitable sequence for construction operations for projects in coordination with project manager and cost control including efficiency and productivity monitor, in addition to planning and overseeing the entire program of work and anticipate demands in terms of labor, materials, equipment and technical requirements and preparation and accumulation of monthly report. 

MAIN RESPONSIBILITIES: 

  • Collect actual progress data and percentages directly from site and cost data, then develop cost-control worksheets and reports. 

  • Prepare schedule update on bi-weekly bases by introducing progress percentage on baseline (status) and issuing a 3- Week Look Ahead extract from the updated schedule. 

  • Help analyzing the project status using the following control and monitory tools in respect to the BASE LINE Schedule: 

  1. Equipment Histogram 

  1. Labor Histogram 

  1. Planned Cash Flow 

  1. Procurement Schedule 

  1. Engineering (material, shop drawings and submittals) Schedule 

  1. Subcontractor Works Schedule 

  1. Short Term planning 

  1. Major quantities curves 

  1. Identify : 

  • Which activities should have started and did not 

  • Which activities should have been completed and did not 

  • Reasons for each of the above as identified by planning engineer and site manager 

  • Prepare project monthly report and photos records in accordance with contract requirements in terms of information and divisions of the report as set in Contract documents. 

  • Prepare daily project report in accordance with pre agreed forms with Employer/Engineer and as set in contract 

  • Keep record of daily production sheets for each section, and review periodically, when planning engineer makes site rounds for progress measure for any contradiction and or others 

  • Task analysis as maybe requested by the project manager to analyze and suggest scenarios that may affect the progress of the project, and to take a pro-active leading role to suggest such task to PM to improve progress 

  • Assist the project manager in making projection for monthly invoices and highlight the important areas for progress and cash flow 

  • Follow up and coordinate procurement for the project: 

  1. Follow up with vendors, suppliers and S/C for delivery dates after issuing the PO in coordination with purchase officer. Furthermore, to report to the project manager any deviation for VO, exemptions, additional information for shipping documents. 

  1. Communication with vendors, suppliers and S/C should always be supported in writing from vendor’s side when advising information, and in case of local agents are involved, supporting documents shall include documents from manufacturers and shipping agents. 

  • Developing continuously 3MLH & 3WLH schedule and evaluating production weekly and monthly; 3MLH is made monthly and 3WLH is made weekly. 

  • Make check on cost and consumption of budget vs. approved quantities. 

  •   Participating in kick-off meetings with sub-contractors to ensure common understanding of cost, schedule, estimating, progress measurement, and change management requirements. 

  • Monitoring and evaluating the contractors’ cost plans. 

  • Reviewing and, where appropriate, endorse cost Baselines and forecast prepared by contractors. 

  • Analyzing the estimates for labor and materials and equipment’s for each project phase and recommending solutions for problem areas that are over budget in coordination with project managers. 

  • Conducting variance reporting, cost projections, cost tracking, commitment reporting, change control, and cash flow. 

  • Supporting and guiding project managers with; Budgets, Cost Control and Change Control. 

  • Developing the project cost control strategy, plans and procedures, reflecting both client and contractor roles and responsibilities. 

  • Coordinating the preparation of cost risk analysis and reviewing financial data related to accruals, invoice payments, purchase orders and material deliveries and other financial data. 

 

REQUIREMENTS: 

Education: Bachelor’s degree in Civil Engineering, or related area required. 

Experience: A minimum of three years of experience in project planning and working on-site experience, commensurate with the responsibilities outlined above. 

Language: Fluency in written English.
